Our dementia specialist <a href=\"https:\/\/www.dementiauk.org\/information-and-support\/how-we-can-support-you\/what-is-an-admiral-nurse\/\">Admiral Nurses<\/a> explain what you need to know about Council Tax discounts for people with dementia and how to apply if you are eligible.<\/p>\n<h2>Council Tax discounts for people with dementia<a id=\"council-tax\"><\/a><\/h2>\n<h3>What support is available?<\/h3>\n<p>People who are classed as \u2018severely mentally impaired\u2019, which includes many people with dementia, may be eligible for a reduction in their Council Tax. The discount varies from 25% to 100% and is available in England, Scotland and Wales.<\/p>\n<p>Council Tax is a local council charge for providing services such as refuse collection, parks and recreation areas, street cleaning, local planning, parking enforcement, and tackling nuisance crimes like fly-tipping. The amount depends on which \u2018valuation band\u2019 your home is in.<\/p>\n<h3>Understanding \u2018severe mental impairment\u2019<\/h3>\n<p>Severe mental impairment is defined as, \u2018a severe impairment of intelligence and social functioning which appears to be permanent\u2019. This means that while people with dementia are likely to qualify for the discount, it depends on how significantly it affects them.<\/p>\n<p>The term \u2018severely mentally impaired\u2019 can be upsetting and offensive to many people with dementia and their families. At Dementia UK, we recognise that it may cause distress and do not advocate its use. However, this is the official term used by the Government and local councils.<\/p>\n<h3>Can someone with dementia be fully exempt from Council Tax?<\/h3>\n<p>A person with dementia who is classed as \u2018severely mentally impaired\u2019 will qualify for a 100% discount on Council Tax (in other words, they will pay nothing) if:<\/p>\n<ul>\n<li>they live alone<\/li>\n<li>any other adults they live with are also classed as \u2018severely mentally impaired or are a full-time student<\/li>\n<\/ul>\n<h3>Does a dementia carer also qualify for a discount?<\/h3>\n<p>Simply being a carer for someone you live with doesn\u2019t qualify you for a Council Tax discount. However, if the person you live with and care for is considered \u2018severely mentally impaired\u2019, you will get a 25% \u2018single person\u2019s discount\u2019 as long as:<\/p>\n<ul>\n<li>no other adults are living in the home; or<\/li>\n<li>everyone else in the home is \u2018disregarded\u2019<\/li>\n<\/ul>\n<h2>How much could you get off your Council Tax bill?<a id=\"discount\"><\/a><\/h2>\n<p>The amount of potential discount on a council tax bill will depend on a range of factors, including how many people live in the residence, if they meet other eligibility criteria and proof of dementia diagnosis.<\/p>\n<h3>100% full exemption criteria explained<\/h3>\n<p>A person with dementia who is \u2018severely mentally impaired\u2019 will qualify for a <strong>100% discount on Council Tax<\/strong> \u2013 in other words, they will be exempt \u2013 if they live alone, or if any other adults in the home are:<\/p>\n<ul>\n<li>also \u2018severely mentally impaired\u2019<\/li>\n<li>a full-time student at college or university<\/li>\n<\/ul>\n<h3>50% criteria explained<\/h3>\n<p>There will be a <strong>50% Council Tax<\/strong> if any other adults the person with dementia lives with are &#8216;disregarded&#8217;. People who are \u2018disregarded\u2019 include those who are:<\/p>\n<ul>\n<li>under 18<\/li>\n<li>18 or 19 and in full-time education<\/li>\n<li>on certain apprentice schemes<\/li>\n<li>a full-time student at college or university<\/li>\n<li>under 25 and receiving funding from the Education and Skills Funding Agency<\/li>\n<li>a student nurse<\/li>\n<li>a foreign language assistant registered with the British Council<\/li>\n<li>the person\u2019s live-in carer (unless the carer is their spouse, partner or child under 18)<\/li>\n<li>a diplomat<\/li>\n<\/ul>\n<h3>25% criteria explained<\/h3>\n<p>If you live with someone with dementia who qualifies for a Council Tax discount, you will receive a <strong>25% discount<\/strong> if:<\/p>\n<ul>\n<li>there are no other adults in the household, or<\/li>\n<li>everyone else you live with is \u2018disregarded\u2019<\/li>\n<\/ul>\n<h2>How to apply for a Council Tax discount<a id=\"apply\"><\/a><\/h2>\n<p>You will need to contact your local council directly for details of whether you qualify for Council Tax discount and how to apply. You can find more information on the <a href=\"https:\/\/www.gov.uk\/browse\/housing-local-services\/council-tax\" target=\"_blank\" rel=\"noopener\">Government\u2019s website<\/a>.<\/p>\n<p>To prove that the person\u2019s dementia has a significant effect on how they function, they will need a letter from their doctor. They will also need to prove to their local council that they receive certain other benefits \u2013 this varies between areas, and you will need to <a href=\"https:\/\/www.gov.uk\/find-local-council\" target=\"_blank\" rel=\"noopener\">contact your council<\/a> to find out which benefits count.<\/p>\n<h2>Council Tax Disabled Band Reduction Scheme<a id=\"reduction\"><\/a><\/h2>\n<h3>What is the Disabled Band Reduction Scheme?<\/h3>\n<p>A Council Tax reduction in England, Scotland and Wales for a person who lives in a property that is bigger than they would need if they or someone they live with were not disabled.<\/p>\n<h3>Eligibility<\/h3>\n<p>You will need to prove that the home is the primary home of at least one disabled person, and that they have either:<\/p>\n<ul>\n<li>an extra bathroom, kitchen or other room that the disabled person needs<\/li>\n<li>extra space inside the property for a wheelchair<\/li>\n<\/ul>\n<p>People with dementia may be eligible for the reduction if you can demonstrate that the adaptation is necessary for their needs (for example if they have mobility problems that mean they can\u2019t use the stairs, and so an additional downstairs bathroom is needed).<\/p>\n<h3>How much will you get?<\/h3>\n<p>If you qualify, your Council Tax band will be reduced to the next lowest band \u2013 so if, for example, your property is in band C, you will pay the rate of a band B property. If your home is already in band A (the lowest band) you will get a 17% discount.<\/p>\n<h3>How to apply<\/h3>\n<p>You will need to <a href=\"https:\/\/www.gov.uk\/apply-for-council-tax-discount\" target=\"_blank\" rel=\"noopener\">apply directly to your local council<\/a>. An assessor may need to visit your home to check your eligibility.<\/p>\n<h2>Support in Northern Ireland<a id=\"northern-ireland\"><\/a><\/h2>\n<p>A similar benefit to the Council Tax Disabled Band Reduction Scheme in England, Scotland and Wales, called the Disabled Person\u2019s Allowance, is available in Northern Ireland.<\/p>\n<h3>Who is eligible for Disabled Person\u2019s Allowance, and how does it apply to homes adapted for dementia needs?<\/h3>\n<p>Disabled Person\u2019s Allowance is available to people who have, or live with someone who has, a disability, and whose property has been adapted internally or has additional features to support the disabled person\u2019s needs. The adaptation could be:<\/p>\n<ul>\n<li>a room (not a kitchen, bathroom or toilet) that is wholly used for the disabled person for treatment or therapy<\/li>\n<li>an extra kitchen for the disabled person<\/li>\n<li>an extra toilet for the disabled person (including an en suite)<\/li>\n<li>enough floor space to use a wheelchair easily inside<\/li>\n<\/ul>\n<p>There must be a clear link between how the property has been adapted and the person\u2019s disability. Rearranging rooms in the property is unlikely to qualify for the reduction (eg turning a ground floor room into a bedroom).<\/p>\n<h3>Disabled Person\u2019s Allowance on rates<\/h3>\n<p>Disabled Person\u2019s Allowance provides a 25% discount on rates (the equivalent to Council Tax in Northern Ireland).<\/p>\n<p><a href=\"https:\/\/www.nidirect.gov.uk\/publications\/disabled-persons-allowance-application-form\" target=\"_blank\" rel=\"noopener\">Download a claim form<\/a>, or if you cannot do this, call 0300 200 7801 or email <a href=\"mailto:applicationbased.raterelief@finance-ni.gov.uk\">applicationbased.raterelief@finance-ni.gov.uk<\/a> to request a form. You will need to include information about the person\u2019s disability, along with any supporting medical evidence, and details of the adaptations made to your home.<\/p>\n<p>The person with the disability will need to consent to their GP or other medical professional being contacted for information and may need a home visit from a member of the Disabled Persons Allowance Team.<\/p>\n<h3>Lone Pensioner Allowance<\/h3>\n<p>This is a reduction in rates in Northern Ireland for people over 70 who live alone. People can be awarded the benefit alongside the Disabled Person\u2019s Allowance on rates.<\/p>\n<p>People who do not live alone may also be eligible if they:<\/p>\n<ul>\n<li>live with a carer who is not their spouse or partner<\/li>\n<li>provide care for someone who lives with them who is not their spouse or partner<\/li>\n<li>live with anyone under the age of 18<\/li>\n<li>live with someone who has a \u2018severe mental impairment\u2019 such as dementia, including their spouse or partner<\/li>\n<\/ul>\n<p>If the person qualifies, their rates will be reduced by 20%.<\/p>\n<h3>How to apply for Lone Pensioner Allowance in Northern Ireland<\/h3>\n<p>If you are a homeowner, you can <a href=\"https:\/\/www.nidirect.gov.uk\/publications\/disabled-persons-allowance-application-form\" target=\"_blank\" rel=\"noopener\">download a claim form<\/a>, or if you cannot do this, call 0300 200 7801 or email <a href=\"mailto:applicationbased.raterelief@finance-ni.gov.uk\">applicationbased.raterelief@finance-ni.gov.uk<\/a> to request a form.<\/p>\n<p>If you live in a rental property, you can <a href=\"https:\/\/www.nihe.gov.uk\/getattachment\/b4c78a3e-7887-4740-94c4-23760f891595\/lone-pensioner-allowance.pdf\" target=\"_blank\" rel=\"noopener\">apply online through the Northern Ireland Housing Executive<\/a> or call 03448 920 902.<\/p>\n<p>You will need to include information about the person\u2019s disability, along with any supporting medical evidence, and details of the adaptations made to your home.<\/p>\n<p>The person with the disability will need to consent to their GP or other medical professional being contacted for information and may need a home visit from a member of the Disabled Persons Allowance Team.<\/p>\n<h2>If your Council Tax discount application is refused<a id=\"if-refused\"><\/a><\/h2>\n<p>If your application is refused, you can write to your local council and tell them why you think the decision is wrong. They will then decide whether the bill is either:<\/p>\n<ul>\n<li>wrong and send you a new one<\/li>\n<li>right and explain why<\/li>\n<\/ul>\n<p>You need to carry on paying the amounts listed in the original bill until the new bill arrives. It\u2019s important to note that the council has two months to reply to you.<\/p>\n<h3>How to challenge the decision<\/h3>\n<p>If it\u2019s decided that the person with dementia doesn\u2019t qualify for Council Tax discount and you disagree, you can challenge the decision by appealing to the <a href=\"https:\/\/valuationtribunal.gov.uk\/\" target=\"_blank\" rel=\"noopener\">Valuation Tribunal<\/a>.<\/p>\n<p>While it is a free service, you have to pay for your own costs (for example, fees for paying for a medical report as evidence).<\/p>\n<p>Make sure you appeal within two months of the council telling you their decision or four months of you first writing to the council if you haven\u2019t had a response.
